<br />b.I-8.\ <br /> <br />REPORT <br /> <br />To the Redevelopment Agency Board <br />From the Executive Director <br /> <br />February 14, 2005 <br /> <br />Subject <br />Amendment No.1 to Professional Services Agreement with Freedman Tung & Bottomley <br />(FTB) for the Design of the Courthouse Square. <br /> <br />Recommendation <br />1. Approve Amendment No.1 to the Agreement with Freedman Tung & Bottomley to <br />provide design services for the Courthouse Square Project with a budget of <br />$15,658 and appropriate funds from Agency's Downtown Funding Plan contingency <br /> <br />2. Authorize the Redevelopment Manager to execute the amendment to the <br />agreement. The services will include additional public meetings and conceptual <br />design iterations beyond the original scope of work. <br /> <br />Background <br />On April 28, 2003, the Redevelopment Agency Board entered into an agreement with <br />Freedman, Tung & Bottomley for consulting services for the proposed Courthouse Square <br />Plaza which is intended to compliment the Courthouse Restoration project and provide a <br />community gathering place in the heart of Downtown. These consulting services included <br />a community participation process for creating design concepts and development of a <br />single conceptual plan that could be implemented under a separate contract. The fee for <br />these services was not-to-exceed $195,910. <br /> <br />The scope of work for these services included four community meetings and one Joint <br />Study Session with the City Council, Planning Commission and Architectural Review <br />Committee for a total of five meetings. As the public input process progressed, it became <br />clear that additional meetings would be needed in order to be responsive to all of the <br />participants. Thus, two additional Joint Sessions were added with the final session held on <br />February 7, 2005. <br /> <br />With the additional meetings and resulting public input, additional iterations of the design <br />were prepared which were also not part of the original scope of work.
