<br />Ct,.3-ft. <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 14, 2005 <br /> <br />Subject <br />Job description and salary range for Water Quality Specialist classification. <br /> <br />Recommendation <br />It is recommended that Council approve the job specifications and salary range for the <br />Water Quality Specialist classification. <br /> <br />Background <br />Increases in State and Federal regulations for water quality monitoring, along with the <br />recent change in Hetch Hetchy drinking water disinfection has led the Public Works <br />Services Department to the conclusion that additional staff expertise is needed. The <br />Department proposes to delete one vacant maintenance worker position and deploy one <br />new position in response to these needs. If the new job description for the Water Quality <br />Specialist classification is approved, the successful candidate would oversee all aspects of <br />water quality compliance for the City and provide the specialized knowledge and skill <br />necessary for maintaining water quality standards. After meeting and conferring with <br />Service Workers International Union (SEIU), agreement was reached as to the content of <br />the new job description and the corresponding salary range. The agreed upon salary <br />range will be $5001-$6080 per month (includes PERS bonus) - which is internally aligned <br />with the utilities specialist classification. <br /> <br />Alternative <br />The alternative would be to continue utilizing a variety of operations and maintenance staff <br />to meet water quality regulations. However, doing so would not provide the customer <br />service benefits of having one position dedicated full time to the overall coordination of the <br />water quality monitoring program. <br /> <br />Fiscal Impact <br />An existing vacant Public Works Maintenance Worker II position will be deleted and the <br />salary savings used to partially fund this new Water Quality Specialist position. The <br />additional annual cost in total salary and benefits is $18,212. This amount equals a 0.1% <br />annual cost increase for the Water Enterprise Fund operations budgets ($11.17 million in <br />aggregate).
