Item No. 5 (continued)
Solomon replied to questions regarding allegations relating to prostitution
and other illegal activity at the motel; maid service and any attempts by
motel owners to maintain the building on a regular basis; and the nature of
the continually recurring Code violations.
Raj Khatri, 9 Spring Lane, Belmont, son of the motel owner, replied to
questions concerning management of the motel, the occupancy rate, the source
of patrons, the history of neighborhood complaints, and his knowledge of
illegal activity taking place in and around the motel.
The following persons spoke in favor of revocation of the Use permit, stating
they are neighbors of the Whipple Lodge and citing examples of reasons why
they believe the motel is a detriment to the neighborhood and Mezes Park
area, because of the motel's deteriorated condition, the lack of maintenance
and the lack of adequate sanitation. They stated that the motel attracts a
criminal element engaged in drug sales, prostitution and burglaries causing
them to fear for their security and referred to numerous complaints to the
police and the lawsuit the District Attorney has been prosecuting against the
motel owner. They urged Council to take the strongest possible action to
improve the situation.
Judy Buchan, 1126 Allerton
Josephine Noment, 827 Whipple Avenue
Kimberly Schoe phoerster, 1028 Arguello
Dawn Pisturino, 1107 Warren Street
Dave Presotto, 221 Howland Avenue
Jim Lee, 234 Marshall, attorney for Mr. Presotto in a private matter
against the motel owner
Tony Basile, 1210 Warren Street
Mike Murphy, South San Francisco, friend of motel neighbors and an
experienced motel manager who has observed the motel operation
Bill Ganley, 1148 Oliver, owner of 827 Whipple property adjacent to
motel
Deputy Chief Hamilton described activities in the park and the deterioration
of the building as observed during inspection. He commented concerning the
written statement to police of a prostitute relating to the prostitution
activities which have taken place at the motel and said that portions of her
testimony have been verified and that previous arrests have been made there.
Khantilal Khatri, 9 Spring Lane, Belmont, replied to questions relating to
testimony given during the hearing and to inquiries of City Attorney
Schricker concerning frequency and quality of repairs; his tenants and their
length of stay; his knowledge of the complaints about the motel and about the
numerous violations revealed in inspections; and any program that may exist
for regular maintenance of the property.
Councilman Chandler requested that it be noted in the record that in response
to question as to his tenants, Mr. Khantilal Khatri said that the issuance of
vouchers to social welfare agencies' clients for Whipple Lodge has been
stopped by Mr. Jim Yuen, the County Environmental Health Specialist who has
inspected the motel.
Reg.Mtg.
2/24/86
Page 6 MINUTE BOOK NO. 46
Page No. 179
