IREPORT To the Honorable Mayor and City Council
From the City Manager

May 20, 2002

Subject
Task Order No. 1 - Amber Technologies & Consulting

Recommendation
Approve Task Order No.1 with Amber Technologies & Consulting for providing
additional professional consulting services for the Redwood Shores Residential Taxi
Shuttle Program, in an amount not to exceed $25,308, for the next full year.

Background
The Redwood Shores Residential Taxi Shuttle Program, ("Shores Shuttle"), is an on-
demand, shared ride taxi shuttle designed to provide residents of Redwood Shores
convenient transportation to the San Carlos Caltrain Station during peak AM commute
hours and back home again in the PM commute hours. Residents who register for the
program are issued a personal ID number, which they use when they call the taxi
vendor to reserve a ride for the days they wish to use the service. The taxi picks up the
resident at a designated stop location within one of the four-minute time windows
available in the morning, as requested; no reservation is required for the afternoon
return trip, as taxis are on call at the station from 3:30 P.M. to 7:15 P.M.

The Shores Shuttle program has been operating successfully since early September
2001. Amber Technologies and Consulting has been managing the program since the
outset, including registration of residents, monitoring the taxi vendor operation to assure
that timely, quality service is provided, verifying taxi vendor invoices, providing ridership
data and reports to staff, etc. Based on the results of the first six months, staff
anticipates extending the program for a year, through February 2003, and these
management services must be maintained for the duration of the program.

The original contract with Amber Technologies and Consulting was for a scope of work
that included design, preliminary marketing, launch of the program, and management of
the first six months of operations (6 month cost was $13,800). Task Order No. 1 would
continue management of the Shores Shuttle program for one year, through February
2003, and also provide for production of marketing materials and advertising fees.
