Analysis <br /> On further consideration, staff believes it is important to determine the extent of City <br /> Council interest in this issue before addressing it further. <br /> <br /> 1. Is the City Council concerned about the issue of housing supply and affordability? <br /> 2. Does the City Council believe there is an appropriate role for the City to play in <br /> increasing housing supply and affordability? <br /> 3. If so, does that role include consideration of provisions that job creation (i.e., <br /> commercial development) be linked to actions designed to create an increase in <br /> housing? <br /> <br /> If the City Council is interested ~n pursuing this issue, we are not asking for a policy <br /> decision at this time. Instead we suggest that the City commission a concise study of <br /> existing data on: <br /> <br /> · The jobs/housing ratio in Redwood City, the Peninsula, and in the San Francisco <br /> Bay Area. <br /> · The impacts of those ratios /n housing availability and affordability and on traffic, <br /> both in Redwood City and in the region. <br /> · A menu of actions that a city might take to address these impacts, including best <br /> practices by other cities. <br /> <br />We are not suggesting an expensive major new study of these issues, but merely a <br />concise evaluation of existing data. If you determine to authorize the study we will see if it <br />can be done within the $10,000 staff contractual authority and, if not bring the contract for <br />the study back to you for your approval.
