ORDINANCE APPROVING AND AUTHORIZING EXECUTION OF DEVELOPMENT <br /> AGREEMENT BETVVEEN THE CITY OF REDWOOD CITY AND JEFF OPFER, <br /> AUTHORIZED AGENT FOR AND ON BEHALF OF ROY E. OPFER AND MARGARET L. <br /> OPFER, AS TRUSTEES UNDER THE TERMS OF SAID DECLARATION OF TRUST <br /> DATED SEPTEMBER 2, 4983 ("OWNER") AND MAKING CERTAIN FINDINGS WITH <br /> RESPECT THERE-C); <br /> <br /> The motion passed by a unanimous roll call vote by those present with Council <br /> Member Hartnett absent. MINUTE ORDER 02-120 <br /> 11:00 p.m. - Council Member Ruskin left the dais and meeting. <br /> <br /> B. Establishment of Rules and Regulations for Administration and Regulations <br /> of Waterways of the City of Redwood City; <br /> <br /> Public Comment: <br /> Randy Olet, formerly of Aqua Terra and volunteer of the upcoming spring cleanup, <br /> thanked everyone who worked on the ordinance and Council Member Howard's <br /> role in the oversight of removal of residents in the area. <br /> <br /> Council Member Howard thanked all those involved in creating the ordinance. <br /> <br /> M/S Howard/Jordan to adopt an ordinance of the City of Redwood City to <br /> establish rules and regulations for administration of waterway rules and <br /> regulations as follows: <br /> <br /> ORDINANCE 2225 ADDING CHAPTER 44 TO THE REDWOOD CITY CODE <br /> REGARDING THE ESTABLISHMENT OF RULES AND REGULATIONS FOR THE <br /> ADMINISTRATION OF THE HARBOR (first reading on 11/27/01); <br /> <br /> The motion passed by a unanimous roll call vote by those present with Council Members <br /> Hartnett and Ruskin absent. <br /> <br /> 6. ORAL COMMUNICATIONS (Continued) <br /> <br /> Greg Norfleet and Tim Collier, Southwest Recreational <br /> Industries, stated that after listening to the subject of funds, is asking why Council <br /> would approve a deal that will cost the City an additional $136,000.00. Mr. Norfleet <br /> stated that there is more than one company that provides the service. He further <br /> stated that the service his company provides has been proven successful over the <br /> last six years in California and the excess $136,000.00 could be used for more <br /> important issues.
