7.1- P4- <br /> <br /> C. After the bids have been opened, no proposal may be withdrawn for a period of <br /> forty-five (45) calendar days. Any withdrawal after expiration of that period shall <br /> be in writing and shall not be effective until received by the City Clerk. <br /> <br /> 2,07 INTERPRETATION OF PLANS AND DOCUMENTS <br /> <br /> A. Any person contemplating making a proposal for the work who is in doubt as to <br /> the true meaning of any part of the plans, specifications, or other contract <br /> documents, or who finds discrepancies in, or omissions from the drawings or <br /> specifications, may submit to the Engineer a wdtten request for an <br /> interpretation or correction thereof. The person submitting the request will be <br /> responsible for its prompt delivery. Any interpretation or correction of the plans <br /> or documents will be made only by addendum duly issued, and a copy of such <br /> addendum will be mailed or delivered to all persons known by the Engineer to <br /> have received a set of such documents. <br /> <br /> B, Neither the City nor the Engineer will be responsible for any explanations or <br /> interpretations of the plans, specifications and other contract documents not <br /> made by means of an addendum. <br /> <br /> 2,08 ADDENDA <br /> <br /> A. The Contract Documents are'subject to revision prior to the time fixed for <br /> opening bids by submitting the revision, in writing, to all persons who are known <br /> by the Engineer to have secured such doc~'ment~ for purposes of submitting <br /> bids. <br /> <br /> B. Addenda shall become an integral part of the contract and shall be reflected in <br /> the bidder's proposal. Any bidder who does not withdraw his bid upon receipt <br /> of such addenda shall be bound by same. <br /> <br /> 2.09 OPENING OF PROPOSALS <br /> <br /> A. Proposals will be opened by the City Clerk at, or shortly after, the time indicated <br /> in the Notice to Bidders and will thereafter refer to the Engineer for report and <br /> recommendation. Bidders or their representatives are invited to be present. <br /> <br /> 2.10 REJECTION OF PROPOSALS <br /> <br /> A. Proposals may be rejected if they show any alterations of form, additions not <br /> called for, conditional bids, incomplete bids, erasures, or irregularities of any <br /> kind. The City reserves the dgh! to waive any irregularities in the bids as <br /> received. <br /> <br /> B. The City reserves the right to reject any or all proposals. <br /> <br /> C.
