'l.l-£Z- <br /> <br /> The environmental consultant that helped us with the agency permit was contacted, <br /> afte~ a reasonable design could not be produced. He is under the opinion that the <br /> agencies can be approached to seek a modification in the permit to allow for the raising <br /> of the exterior levee. This solution will be significantly more feasible. Unlike other <br /> segments, it is proposed that the raising of the exterior levee be done without <br /> maintaining the current width of the top of levee. This would allow construction to stay <br /> strictly on the levee top, and not encroach into any wetland. It is also proposed that this <br /> raising be done in two stages, to promote the stability of the existing levee· The first <br /> stage will raise the top by about two feet (from approximately 106.5 to 108.5). The <br /> second stage will follow two years later, when the first stage fill is anticipated to settle to <br /> 107.5 or 108. At that time, two more feet of fill will be added to get the top of levee up to <br /> 109.5, similar to the rest of the levee system. Each stage will take about two weeks to <br /> construct, with much less in terms of environmental disturbance than the wall solutions. <br /> <br /> The decision on this revised design should be made by June 15, 2002, which would <br /> allow us to complete the levee work by the end of the year. <br /> <br /> The estimated construction cost of the original scope of work was $440,000, and the <br /> consulting contract was for $66,694· The estimates for the wall solutions were all <br /> above $1 million. The rough estimate for the earth fill solution is approximately <br /> $200,000. <br /> <br /> Because the consultants expended time providing details for the wall solutions during <br /> the design process without success, there is no longer enough funding left on the <br /> existing contract to complete the earth fill design. The Consultant anticipates that the <br /> additional effort will cost $31,747, which includes the time required to support the <br /> environmental consultant. <br /> <br /> Fiscal Impact <br /> Funds in the amount of $532,198 are available in the 2001/2002 Capital Improvement <br /> Program under GID 1-64 Levee Segment Ill project budget to cover the additional <br /> services. <br /> <br />':~ S.
