REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />May 20, 2002 <br /> <br />Subject <br />Purchase of Sandbag Making Equipment <br /> <br />Recommendation <br />By motion approve the purchase of one (1) automatic sandbagging equipment in the amount of <br />$11,340.00 from The Bag Lady, Inc. <br /> <br />Background <br />In October 2000, City Council adopted Resolution No. 14050 authorizing Public Works Services <br />to purchase an Automatic Speed Sandbagg'r, Model ASB 3 from Hogan Manufacturing, Inc. of <br />Escalon, California for $15,155.00. The City took delivery of "sandbagg'r" in November 2000, <br />and it never performed according to the manufacturer's representations. The machine was <br />prone to jamming and could not be used with all types of sand fill material, as the manufacturer <br />had stated. On September 25, 2001, PWS made the decision to return the machine and <br />requested a refund, after giving the company several months to correct problems through <br />adjustments and engineering changes. The machine just could not perform at the level required <br />to meet the City's needs. The refunded amount was $13,940. The city received three bids for <br />the purchase a replacement sandbagger, shown below (not including sales tax): <br /> <br /> (a) The Sandbagger $24,500 <br /> (b) Megga Bagger $16,500 <br /> (c) The Bag Lady, Inc. $10,500 <br /> <br />The Bag Lady, Inc. is the responsible Iow bidder. Public Works Services proposes that the City <br />purchase a skid-mounted Model MB-2, which has an average output of 800 bags per hour. The <br />skid-mounted version adds mobility and flexible use of the equipment by allowing crews to make <br />sandbags on-site at the resident pick-up location, if desired rather than in the Corp Yard; thus, <br />skipping the step of transporting the sandbags to the pick-up location after they are made. The <br />City makes approximately five to ten thousand sandbags yearly. Having our own equipment will <br />allow the City to plan, schedule and respond to any emergency need for sandbags or merely <br />replenish depleted supplies, as needed, throughout the winter. <br /> <br />Alternative <br />Without the sand bagger machine, the City will have to resume borrowing sandbagger equipment <br />from the County at the beginning of the wet season, which based on past experience impairs <br />our emergency preparedness. <br /> <br />Fiscal Impact <br />The total cost of the sandbagging equipment is $11,340 including 6% tax. Payment is available <br />from the refunded monies for the returned sandbagger. The original purchase was approved in <br />the FY. 00-01 operating,, budget. <br /> <br /> Marilyn W.
