REPORT <br /> From the City Manager <br /> <br />May 20, 2002 <br /> <br />Subject <br />Agreement for Professional Consulting Services with Curtis Williams & Associates, <br />Planning Consultant. <br /> <br />Recommendation <br />Approve an agreement for Professional Consulting Services with Curtis Williams & <br />Associates, Planning Consultants for a total amount of $24,552, to provide planning <br />services involving the upgrade of specific outdated sections of the Redwood City Zoning <br />Ordinance (Attachment A). <br /> <br />Background <br />The Zoning Ordinance is in need of significant overhaul. Planning does not have the staff <br />resources to handle this work in-house~. However, major changes to zoning ordinances <br />are very complex and time consuming. Palo Alto has been working on such a major <br />overhaul for over two years. We propose to begin the review of the Zoning Ordinance <br />structure with the new staff resources proposed in the 2002-03 budget. <br /> <br />Work scope <br />In the meantime there are many smaller changes that are necessary to correct deficiencies <br />or to bring the Ordinance up to date with changed legislation. Mr. Williams will enable us <br />to begin to "clean up" a number of these map and text adjustments to the Zoning <br />Ordinance. These will include changes to the Streetscape (Article 36); Non-Conforming <br />Buildings and Uses (Article 33); and Parking (Article 30) sections among other <br />housekeeping items. <br /> <br />Curtis Williams is a seasoned planner (formerly Planning Director in several cities) who will <br />provide the following services: <br /> <br />· Review existing ordinances and related information <br />· Compare with ordinance provisions of other cities <br />· Develop draft ordinance changes <br />· Make recommendations to staff on changes <br />· Provide staff suppo,'t dudng Planning Commission and City Council review and action. <br /> <br />1 The Zoning Ordinance was drafted in the 1960's and it's basic structure remains unchanged from that <br />time. <br /> <br /> <br />
