Item No. 1 (continued) <br />Building Official LaTorra presented the subject report and photographs of <br />the exterior and interior of the building taken in July 1983, stating that <br />since that date the building has been cleaned up and the condition has <br />recurred, each time with greater deterioration than previously. Mr. LaTorra <br />said that inspection of the premises was made on June 26 and July 7, 1986 <br />during which period attempts have been made to clean again. In response to <br />question, Mr. LaTorra said that filling of the basement would be a <br />requirement of the abatement. <br />In response to question City Attorney Schricker asked Mr. LaTorra if, in his <br />professional opinion, boarding up the building as in the past would remedy <br />the situation sufficiently to alleviate the recurring problems described in <br />the report, Mr. LaTorra said that in his experience, there has been a history <br />of temporarily taking care of problems, followed by increased deterioration <br />which is then called to the owner's attention, and the cycle commences again <br />as described in the subject report. <br />In response to question, Mr. LaTorra said that treatment of the pigeon waste <br />would be part of the responsibility of the demolition contractor; that the <br />building has been boarded up again recently; and that the decaying marquee <br />be dealt with separately. <br />At the request of Mr. Schricker, Building Inspector Schnell reported on the <br />findings of his inspection of June 26, 1986, stating that the building has <br />been cleaned up to some extent and that pigeons and rats continue to occupy <br />the premises. <br />Mayor Claire declared the public hearing open at 7:55 p.m. <br />Lou Masarie, 1237 Truman, property manager for the new owner of the subject <br />building, Mrs. Sobrato of Atherton, reported that the building is now boarded <br />up and is being cleaned. He said that Mrs. Sobrato has plans for development <br />of the property. In response to questions, Mr. Masarie said that the owner <br />expects to remove the building within 30 to 60 days; that a senior retirment <br />residence is planned for the site; that bids were taken for the demolition a <br />month ago and also previously; and that demolition should not take more than <br />three days. <br />In response to questions of Mr. Schricker, Mr. Masarie said that he knows of <br />no plans for regular maintenance of the property as it exists after the <br />present cleanup; that there is no specific budget for doing so; and that less <br />deterioration is likely to occur, since much of the debris on the floor was <br />from falling ceiling material which is no longer there. <br />Shari Sobrato, 94 Isabella, Atherton, granddaughter of the property owner, <br />said that she and other family members are working on a project to develop a <br />senior residence, stating she has obtained applications and forms from City <br />departments. In response to question, Ms. Sobrato said that the proposed <br />development includes demolition of the building, but that in the event the <br />plan fails, the owner might want to make use of the exisiting building, or <br />the building might make the property more saleable. <br />Reg.Mtg. <br />7/7/86 MINUTE BOOK NO. 46 <br />Page 2 Page No- 325 <br />
