<br />Item No.2 (continued) <br /> <br />City Manager Smith sa id that the subject is proposed to be p laced on the <br />Agenda for the Joint City Council and Planning Commission meeting on <br />Thursday, November 13, 1986. <br /> <br />In response to question regarding how the size of the parking and business <br />management district may be increased, City Attorney Schricker said that the <br />Counc il can extend boundaries through a procedure involv ing notice and a <br />public hearing. <br /> <br />CONSENSUS: Chairman Claire determined it to be the consensus of the Board <br />of Directors to place the subject of establishment of a Project Area No.3 <br />on the agenda of the November 13, 1986, joint meeting of the City Council <br />and Planning Commission. <br /> <br />MEMO 10/30/86 <br /> <br />--------------------------------------------------------------------------------- <br /> <br />3. <br /> <br />Concept approval to retain financial advisor for <br />Civic Center for land acquisition financing <br />program (1402-04 ) <br /> <br />Report: <br /> <br />City Manager 10/22/86 <br /> <br />Phil Finer, 5 El Sereno, San Carlos, owner of the property at 1001 <br />Middlefield Road, which is listed in the subject report among the properties <br />proposed to be acquired at some future date, said he has received City <br />approval for development of the property and plans to proceed to do so <br />immediately. Mr. Finer requested that his property be removed from <br />consideration for City acquis it ion. <br /> <br />Executive Director Smith observed that the only action presently proposed is <br />to retain a financial advisor for several purposes, including negotiations <br />for the future acquis it ion of certa in parcels. <br /> <br />M/S: Chandler/Stangel that a Financial Advisor be retained to assist in <br />developing a financing plan for the purpose of: 1) expanding the Police <br />Facility; 2) acquiring the land and the construction of parking facility; <br />3) acquiring the parcels on Main Street that are necessary to implement <br />Phase I of the City Centre Plan; and to authorize negotiations for the <br />acquis it ion of the parcels. <br /> <br />In response to question, Senior Planner Patterson said that Mr. Finer has an <br />architectural permit now, but that previously staff was not willing to <br />approve anything for the property, since it is in a redevelopment area, as <br />Mr. Finer was advised.
