In response to question regarding how the size of the parking and business management district may be increased, City Attorney Schricker said that the Counc il can extend boundaries through a procedure involv ing notice and a public hearing. CONSENSUS: Chairman Claire determined it to be the consensus of the Board of Directors to place the subject of establishment of a Project Area No.3 on the agenda of the November 13, 1986, joint meeting of the City Council and Planning Commission. Concept approval to retain financial advisor for Civic Center for land acquisition financing program (1402-04 ) Report: City Manager 10/22/86 Phil Finer, 5 El Sereno, San Carlos, owner of the property at 1001 Middlefield Road, which is listed in the subject report among the properties proposed to be acquired at some future date, said he has received City approval for development of the property and plans to proceed to do so immediately. Mr. Finer requested that his property be removed from consideration for City acquis it ion. Executive Director Smith observed that the only action presently proposed is to retain a financial advisor for several purposes, including negotiations for the future acquis it ion of certa in parcels. M/S: Chandler/Stangel that a Financial Advisor be retained to assist in developing a financing plan for the purpose of: 1) expanding the Police Facility; 2) acquiring the land and the construction of parking facility; 3) acquiring the parcels on Main Street that are necessary to implement Phase I of the City Centre Plan; and to authorize negotiations for the acquis it ion of the parcels. In response to question, Senior Planner Patterson said that Mr. Finer has an architectural permit now, but that previously staff was not willing to approve anything for the property, since it is in a redevelopment area, as Mr. Finer was advised. Mr. Patterson said that approval was given later when ch anges occurred wh ich made it poss ib le to approve the proposed development of the property. City Attorney Schricker said that any specific advice WJuld be premature, but Mr. Finer is on notice that his property is in the Redevelopment Area.
