CONTINUED <br />import automobile terminal, how the City could assist the Port's efforts to <br />increase revenues, Port debt service obligations, the present worldwide depressed <br />maritime market and the fact that the Port is entirely self supporting. <br />V. PORT ACTIVITIES <br />President Dodge reported activites as follow: the new Boat Launch Ramp opened <br />to the public on November 22nd, the Port applied for State Grant funds to <br />construct the Ramp's parking lot and expects to receive the funding in 1987, the <br />Port plans to construct and operate a dry boat and recreational vehicle storage <br />area adjacent to the new Ramp and, and in the interim, the Port has assigned a <br />temporary storage area for immediate use, the new Port Lumber Terminal <br />Improvements construction contract has been awarded for the Pope & Talbot, Inc. <br />lumber cargo lease which will be effective January 1, 1987, and the Port is in <br />continuing negotiations with potential new shippers and operators, including the <br />Floating Terminal principals. <br />Discussion followed regarding the activities reported and the Port's marketing <br />plans. Councilwoman Laberge stated she would like to see the Board's plans for <br />the Port down on paper including contingency plans should a first or second plan <br />fail. <br />Major Claire called a recess at 8:48 p.m. and reconvened the meeting at 8:55 p.m. <br />VI. PORT ELEMENT, GENERAL PLAN <br />Joel Patterson, City Planning Officer, noting that there is not presently, nor has <br />there ever existed a Port element to the City's General Plan, suggested both City <br />and Port staff work together to develop a plan scope upon which a citizens <br />committee could develop a Port Element to the General Plan. Planning Officer <br />Patterson stated the plan would include the area of Port jurisdication plus areas <br />not currently part of Redwood City. <br />Discussion followed regarding the advisability of the Port, an autonomous <br />department of the City as specifically established in the City Charter, permitting <br />a Port Element to the City General Plan and thereby creating a conflict with the <br />City Charter. City /Port Attorney Schricker stated any part of a Port Element to <br />the General Plan which conflicted with the City Charter could not be put into <br />effect unless the Charter was amended. City Manager Smith and Port Manager Di <br />Pietro suggested both staffs meet to develop a plan scope which would include <br />development perimeters already established for the Port area by permitting <br />agencies such as BCDC, and that staff return to both the Council and the Board <br />with a report and recommendation. <br />Mayor Claire stated it was the consensus of the City Council that staff meet as <br />recommended by the City and Port managers and that another joint meeting be <br />held to review the report and staff recommendations. <br />Joint.Mtg. <br />MINUTE BOOK NO. 46 12/2/86 <br />Page No. 464 Page 2 <br />
