<br />16.2 <br /> <br />Salary Increases <br /> <br />16.2.1 <br /> <br />16.2.2 <br /> <br />16.2.3 <br /> <br />16.2.4 <br /> <br />Effective with the first full pay period on or after October 1, 2005 through September 30, 2007, <br />there shall be no salary increase for all classifications in RCMEA . <br /> <br />Effective with the first full pay period on or after October 1, 2007, salaries for all RCMEA <br />members shall be increased by the Consumer Price Index for all Urban Consumers (San <br />Francisco/Oakland/San Jose) for year ending August 31,2007. <br /> <br />Effective with the first full pay period on or after October 1, 2008, salaries for all RCMEA <br />members shall be increased by the Consumer Price Index for all Urban Consumers (San <br />Francisco/Oakland/San Jose) for year ending August 31,2008. <br /> <br />External labor market comparison, paid for by the Association, shall be conducted for all <br />classifications in the management association. The implementation date of any adjustments <br />based on labor market studies shall be the first full pay period on or after October 1, 2008. (No <br />adjustments will be done if market suNeys indicated an adjustment of less than the NRI of the <br />Consumer Price Index for all Urban Consumers (San Francisco/Oakland/San Jose) for year <br />ending August 31,2008. <br /> <br />Labor market salary figures shall be established by comparing the following factors: Base top <br />step salary and/or control point used in other agencies and employee PERS contribution paid by <br />the employer. The City's comparable labor market shall include the following agencies: <br /> <br />City of Alameda <br />City of Hayward <br />City of Palo Alto <br />City of San Mateo <br />City of Sunnyvale <br /> <br />City of Berkeley <br />City of Mountain View <br />City of San Leandro <br />City of South San Francisco <br /> <br />Internal Alignment - All RCMEA classifications shall maintain a minimum differential of +10% <br />above the top step of subordinate classifications. <br /> <br />The following classifications shall be internally aligned and shall maintain their minimum top step <br />differentials to subordinate and/or benchmark classifications as indicated through out the term of <br />the agreement. <br /> <br />. Public Works Supervisors - 15% above highest paid subordinate <br />. Battalion Chief - 20% above Fire Captain <br />. Parks, Recreation & Community Services Manager - 20% below PRCS Superintendent <br /> <br />Initial appointments shall normally be made at the lowest rate of pay. Upon approval of the City <br />Manager, such appointments may be made above the bottom of the range when justified upon <br />consideration of the difficulty of locating qualified personnel and an appointee's experience, <br />education, knowledge of particular duties requires and such other criteria as may be reasonably <br />related to such preferential consideration on the basis of merit. <br /> <br />11 <br />
