�.���-� <br /> Attachment "B" <br /> ARTICLE II <br /> MEMBERSHIP <br /> Section 2.1 Membership <br /> The Committee is required to be composed of nine (9) members made up of one (1) non- <br /> voting member of the City staff; one (1) City Council Member— non-voting; one (1) member <br /> of the Housing and Human Concerns Committee; one (1) General Contractor who lives or <br /> operates a business in the City; one (1) member who is a Manager, or other executive, of <br /> a bank, savings and loan association, or financial institution in the City; one (1) Official from <br /> a Title Company in the City; and one (1) Licensed Appraiser in the incorporated limits of <br /> the City; and two (2) members being appointed from interested and committed citizens <br /> residing in the incorporated limits of the City. <br /> Section 2.2 Appointment of Members <br /> Voting members, with the exception of the Housing and Human Concerns Committee <br /> (HHCC) member shall be appointed directly by the City Council. The HHCC member shall <br /> be appointed by the HHCC from its active membership. The City Council Member shall be <br /> appointed by the Mayor. <br /> Section 2.3 Powers of Individual Members <br /> Individual members shall act as members of the Committee and the individual members <br /> shall have no individual power. <br /> Section 2.4 Term of Office <br /> Terms of office for voting members will be staggered. Current voting members who <br /> were originally appointed to the Committee prior to March 1, 1995 shall be appointed to <br /> four-year terms beginninc� March 1, 2000. Beginning March 1, 2000, all other voting <br /> members (current and new) shall serve for a term of three years and thereafter until <br /> their successors are appointed and qualified. The Housing and Human Concerns <br /> Committee (HHCC) member's seat shall be filled at the discretion of the HHCC and <br /> limited in term only by the requirement that the seat be filled by an active HHCC <br /> member. Terms of office for non-voting members shall be unfixed and at the discretion <br /> of the City Council or City staff, as appropriate under Section 2.1 of these By-laws. <br /> Section 2.5 Resignation <br /> Any member may resign at any time by giving written notice of such resignation to the <br /> Chairperson and to the City Council. Such notice shall take effect at the time specified <br /> in the notice. <br />
