 7 r f
REPORT
To the Honorable Mayor and City Councii
and Redevelopment Agency Board
From the City Manager
and Redevelo ment Executive Director
March 14, 2005
Subject
Disposition and Development Agreement (DDA) with Peninsula Habitat for Humanity
(PHH) for the development of 8 affordable ownership townhomes at EI Camino & Vera
Avenue
Recommendation
It is recommended that
1. the Council adopt a resolution approving the Disposition and Development
Agreement by and befinreen the Redwood City Redevelopment Agency and
Peninsula Habitat for Humanity;
2. the Agency Board adopt a resolution approving the Disposition and Development
Agreement by and between the Redwood City Redevelopment Agency and
Peninsula Habitat for Humanity which provides for subsequent transfer of land to
Peninsula Habitat for Humanity.
Background
In December 2000, the City and the Agency purchased the site bounded by EI Camino,
Vera, and Lincoln Avenue. A combination of HOME, CDBG, and Agency Housing set-
aside funds were used for the purpose of conveying the site to a non-profit affordable
housing developer.
During 2001, four residents and one business were relocated and the site underwent
environmental clearance. By 2002, the Agency engaged in a site-planning effort with
architect Michael Pyotak to establish a supportable program for the site. This process
resulted in a recommendation preferred by Council that the site be developed as a
combination of rental and ownership housing.
In January 2004, PHH and First Community Housing (FCH) submitted a joint proposal to
tFe Agency for the construction of approximately 8 very low to low income ownership town
homes and 60 very low income rental apartments. The Agency executed exclusive
negotiation agreements with both PHH and FCH to further evaluate the feasibility of the
projects and the need for Agency financial assistance.
On January 24, 2005, the Agency approved a DDA with FCH for the development of 58
Redevelopmentshared/2005 Staff Report02-2005/PHH DDA Page 1 of 4
