Res. Code § <br /> 21000, et seq.) in order to determine the cumulative environmental <br /> effect of any development of property on Laurel Way. <br /> i. The 1988 Policy did not distinguish between parcels of real <br /> property fronting on that portion of Laurel Way which has been <br /> paved, but not improved to City's standards, as shown on Exhibit <br /> �A " <br /> j. Application for entitlements to develop properties fronting on Laurel <br /> Way subsequent to 1988 has indicated a need to make such a <br /> distinction. <br /> k.
