An EIR must, under CEQA, consider the cumufative effects <br /> of any development project. Said cumulative effects must <br /> � be analyzed in the context of the probability of future <br /> development within the Affected Area. <br /> z. The 1988 Policy should be revised and made more specific <br /> to refer solely to the Affected Area. <br /> 2. Policv. This Council hereby detennines and declares that, as the <br /> cuRent Policy of this Council, before any further improvement or development of <br /> any one or more parcel(s) of real property within the Affected Area shall occur, <br /> an EIR shall be prepa�ed which shall adequately address the environmental <br /> impacts and, particularly, the cumulative effects of any such devefopment; <br /> provided, that said EIR shall describe as the project, the development, or <br /> potential development, of all undeveloped parcels of real property within the <br /> Affected Area. . Nothing herein contained shall be deemed a limitation upon such <br /> other requirements (including preparation of geologic soils engineering, seismic, <br /> and similar such studies) as may be necessary or appropriate for such <br /> development. <br /> 3.
