Approve amendments to Article II, Section 2.4 of the by-laws so that terms of office <br /> expire on May 31 and permit members to serve until a replacement member has <br /> been appointed. <br /> 2. Ratify re-appointments as referenced in staff report. <br /> Background <br /> On January 10, 2000, the City Council approved revisions to the by-laws of the Home <br /> Improvement Loan Committee (HILC) that included establishing the end of February as the <br /> term expiration date. Terms of office for voting members were to be staggered based on <br /> Article I I, Section 2.4 of the revised by-laws. In order to obtain optimum advertisement for <br /> recruitment for the HILC in conjunction with the annual citywide recruitment, it is <br /> recommended that the terms of office coincide with the other City Council appointed <br /> boards, committees and commissions, expiring in May. The Library Board and Planning <br /> Commission terms expire in June; the Port Commission terms expire in July as provided in <br /> the City Charter. <br /> The HILC consists of nine (9) members made up of one (1) non-voting member of the City <br /> staff; one (1) City Council Member — non-voting; one (1) member of the Housing and <br /> Human Concerns Committee; one (1) General Contractorwho lives oroperates a business <br /> in the City; one (1) member who is a Manager, or other executive, of a bank, savings and <br /> loan association, or financial institution in the City; one (1) Official from a Title Company in <br /> the City; and one (1) Licensed Appraiser in the incorporated limits of the City; and two (2) <br /> members being appointed from interested and committed citizens residing in the <br /> incorporated limits of the City. <br /> Expiration dates were not assigned to the seats held by committee members after the <br /> January 10, 2000 by-law revisions.
