ORAL COMMUNICATIONS (Also see below page 8) <br />1. Carol Bangert, 3015 E. Bayshore, Harbor Village, referred to space rent <br />increase of which they were recently notified and which was brought to <br />Council's attention by Winnie Brown, 3015 E. Bayshore, at the meeting of July <br />1, 1985, and suggested establishment of a rental board. <br />2. Joyce Pennell, 3015 E. Bayshore, Harbor Village, reported that the park <br />owners had increased the security deposit along with the rent increases and <br />described circumstances which she believed demonstrated inequitable treatment <br />between the longer term and newer mobilehome owners with respect to security <br />deposit requirements, and also believed a rent mediation board should be <br />established. <br />3. Albert Engel, 2533 Roundhill Drive, Alamo, Harbor Village park owner, <br />indicated that the matter of deposits has never been brought up with him; <br />that the mobilehome owners apparently do not communicate with the park <br />management firm and believed that the increases for Harbor Village were among <br />the lowest of the Redwood City parks, even using the formula the home owners <br />object to. <br />Discussion by Council followed regarding the fact that the Council is not the <br />proper forum for this type of dispute; that the conflict is really a private <br />matter, and that the Housing and Human Concerns Committee can serve as the forum <br />for discussion between the two parties, but that is all it can be.
