<br />Item No.1 (continued) <br /> <br />Executive Director Smith introduced David Irmer, President of Innisfree <br />Companies, who provided a brief overview of the proposed project which would <br />include residential, retail, office, restaurant, congregate care and other <br />facilities on the l8-acre site bounded by El Camino Real, Broadway, the <br />railroad tracks and Jefferson Avenue (except a parcel at El Camino Real and <br />Jeff erson) . <br /> <br />Richard McElyea, Senior Vice President, Economics Research Associates, <br />summarized the market analysis which found a strong potential from a mixed <br />use project of high density, low-rise ~sidential units, restaurants, retail <br />and financial services, but found that an oversupply of office space exists <br />in the area, with high vacancy rates, and it was also thought that a hotel on <br />El Camino Real would not be competitive. <br /> <br />Gene Krikorian, Vice President, Economic Research Associates, indicated that <br />he is primarily involved with the congregate care senior housing element, <br />which is a combination of shelter, meals and services; that the project <br />proposes 200 units, and that the strongest feature for this location is the <br />proximity to downtown. He noted that the County has a substantial senior <br />population, and that it will continue to increase. <br /> <br />Edward Gee, Architect, 555 Deharo Street, San Francisco, referred to a scale <br />model of the project on display, described the physical features, including <br />outdoor attractions, the fact that parking would be facing the railroad <br />tracks; the Safeway struture would not be typical of its other stores, but <br />set closer to El Camino Real, with entrance and parking from the opposite <br />side, and would have retail stores and restaurants in the building; described <br />the proposed residential condominium of three to four stories with a <br />courtyard; that the project is designed to be pedestrian-oriented, and that <br />the multimodal facility is an important part of the development. <br /> <br />Discussion followed by Council relating to their concerns regarding Broadway <br />traffic; effects of the Pennsylvania Avenue extension; and objections to <br />off-set intersections. <br /> <br />Chairman Britschgi thanked the group on behalf of the Board of Directors for <br />the excellent presentation. <br /> <br />--------------------------------------------------------------------------------- <br /> <br />2. <br /> <br />Planning Commission recommendation re Pacific <br />Ready-Mix property - Marina Redevelopment Area <br />(1401-04 ) <br /> <br />Report of executive Director 11/20/85 <br /> <br />M/S: Chandler/Claire to leave the boundary as it appears on the Marina <br />Redevelopmnt plan, and to terminate proceedings on the remaining portion of <br />the Pacific Ready-Mix property. <br /> <br />Carried unanimously by voice vote. <br /> <br />MINUTE ORDER NO.
