10. Approval of specifications and authorization to call <br />for bids - Traffic Signal Controllers <br />Report of City Manager and Interim Director of Finance 12/16/85 <br />Title read. M /S: Bury /Chandler <br />RESOLUTION NO. 10092 APPROVING BID DOCUMENTS AND SPECIFICATIONS FOR THE <br />PURCHASE OF TRAFFIC SIGNAL CONTROLLERS; AND AUTHORIZING CITY CLERK TO CALL <br />FOR BIDS THEREFOR <br />adopted unanimously by roll call vote. <br />---------------------------------------------------------------------------- - - - - -- <br />11. Joint Powers Insurance <br />Report of City Manager and Interim Finance Director 12/11/85 <br />Finance Director Rupert noted that the City will probably not be insured for <br />seven to ten days beginning January 1, 1986. <br />M /S: Chandler /Bury to authorize the City Manager to sign the necessary <br />agreements if Planet (primary insurance carrier) accepts the City, with a <br />$250,000 SIR (self insurance retention). <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 85 -188 <br />---------------------------------------------------------------------------- - - - - -- <br />12. Street Sweeping test program <br />Report of City Manager and Director of Public Works 12/3/85 <br />Director of Public Works commented and replied to questions by Council, <br />describing the proposed test area, costs for the program, and suggesting <br />alternative actions by Council. <br />Chief of Police Guardi no noted that issuance of citations for i l l e g a l l y <br />parked automobiles would be ineffective in the cases of abandoned vehicles, <br />or if the owner doesn't care, and requested that Council approve authority to <br />his department to tow away violators. <br />M /S: Chandler /Claire that prior to commencement of the test program, an <br />information sheet explaining the program be distributed to the affected <br />residents in the test area, then to be followed by a public hearing of the <br />City Council for a decision on whether to proceed and how. <br />Carried unanimously by voice vote. <br />MINUTE ORDER N0. 85 -189 <br />---------------------------------------------------------------------------- - - - - -- <br />Reg.Mtg. <br />12/16/85 <br />Page 6 <br />MINUTE BOOK NO. 46 <br />Page No. 125 <br />
