In accordance with CDBG program requirements, release of CDBG funds for the <br /> project will be contingent upon completion of the HUD-required environmental <br /> review process under the National Environmental Projection Act (NEPA). The costs <br /> for these environmental reviews will be incurred and paid for by County Office of <br /> Housing and not included in above costs. The County shall diligently pursue the <br /> NEPA environmental review. <br /> h. If cultural resources are encountered during the project, efforts will be made to <br /> avoid altering the materials and their context until a cultural resource consultant has <br /> evaluated the situation. Project personnel should not collect cultural resources. <br /> Prehistoric resources include chert or obsidian flakes, projectile points, mortars and <br /> pestles; and dark friable soil containing shell and bone dieta~' debris, heat-affected <br /> rock, or human burials. Historic resources include stone or adobe foundations or <br /> walls; structures and remains with square nails; and refuse deposits, often in old <br /> wells and privies. <br /> The County of San Mateo Office of Housing will employ the services of a <br /> professional archeologist to monitor construction excavations reaching depths <br /> below three feet of the original grade. In the unlikely event that cultural elements <br /> are encountered during the construction, all work in the vicinity of the find must <br /> temporarily halt to provide the project archeologist with an opportunity to evaluate <br /> the find and provide further management direction. <br /> <br />2. A new Paragraph 22 shall be added to read: <br /> 22. CDBG Pro,qram Requirements and Funds Administration <br /> <br /> a. Method and Rate of Payment - The rate and terms of payment of CDBG funds <br /> shall be specified in Exhibit A in accordance with Paragraphs 4 and 5. Each <br /> payment shall be conditioned on the performance of the services described <br /> herein to the full satisfaction of the Director of Human Services or her <br /> representative.
