Amendment to Agreement with City of Redwood City <br />and Redwood City School District <br />Page 5 <br /> <br /> EXHIBIT A <br /> Method and Rate of Payment <br /> <br />CDBG Funding from two Fiscal Years <br /> <br />CDBG funding provided under this Agreement is from two CDBG Program years - $700,000 <br />from FY 99-2000 repayment proceeds (of a CDBG project loan) and pre-commitment of <br />$500,000 from FY 00-01. Upon completion of the NEPA environmental review process <br />described in Paragraph 5, Section g of this Agreement, the entire amount of $1,200,000 can be <br />made immediately available subject to the disbursement process described below and notification <br />in writing to County Office of Housing of need for entire amount this fiscal year. <br /> <br />Disbursement of Funds for CDBG Funds <br /> <br />Payment by County for services rendered shall be made on a reimbursement basis upon claims for <br />reimbursement being submitted by City to County. Requests for reimbursement shall include <br />copies of warrants, canceled checks, or other proof of the expenditures. City shall certify in <br />writing that the specific services for which reimbursement is being requested have been <br />satisfactorily completed. County reserves the right to verify such completion prior to payment to <br />Contractor. <br /> <br />Payments may be made directly to authorized third parties upon written request to the Director of <br />Office of Housing No direct payment shall be made unless City certifies in writing that the <br />services have been satisfactorily performed, that the payments are proper, and that all funds to be <br />expended are on behalf of and exclusively for the Project. <br /> <br />For the Garfield project, City shall provide County with a cumulative schedule of sources and <br />uses of funds with each invoice, indicating which party (City or County) is responsible for which <br />part of payment request. <br /> <br />For the Taft project, County Public Works shall provide the Office of Housing a similar schedule <br />indicating source of funding (CDBG or CSA8) responsible for payments made or requested. <br /> <br />None of the funds shall be used for salary, fringe benefits or other compensation of employees of <br />City and/or its affiliates. <br /> <br />August 8, 2000 <br /> <br /> <br />
