IREPORT To the Honorable Mayor and City Council
From the City Manager

June 6, 2002

Subject
Final Acceptance - Sport Field Improvement Project at Garfield Charter School
Engineering File No. 803-02

Recommendation
Accept, by motion, the Sport Field Improvement Project at Garfield Charter School, and
authorize the release of bonds and retention.

Background
On May 14, 2001, the City Council adopted Resolution No. 14219, accepting bids and
authorizing the execution of a construction agreement for the Sport Field Improvement
Project at Garfield Charter School. This project is located on the Redwood City School
District property at Middlefield Road and Semicircular Road. On October 1, 2001, the
City Council approved Change Order No. 1, in an amount of $115,000 in order to re-
orient the field so that the afternoon sun will not be in the batter's eye sight.

This is the second, state-of-the-art sand-based sports field, built in cooperation with the
School District and the County of San Mateo, with the first one being the field at Taft
Schcol. The old fields consisted of turf grown on native so~il. The fields were frequently
out of service due to ponding water and muddy soil. 'l=he new fields incorporate an
extensive system of underground drainage installed under approximately three feet of
sand and gravel. Turf was t~n gro~' ~ on this material utilizing the latest technology in
sport field management.

With the new construction, the ability to utilize the field is, and will be, much higher
since it is no Ion=~er weather-dependent. According to the agreement with the County
and the School District, the Parks, Recreation, and Community Services Department
will be in charge of schedbling the field when it is not in use by the school. The
Department will also be responsible for the maintenance of this facility.

The project has been substantially complete since December of 2001. Acceptance of
the project has been delayed until now, because time was needed for the turf to mature
enough to withstand pressure from sport play.

The project was awarded to Robert A Bothman, Inc. of ,~pn Jose, California, for their
Base Bid and various Additive Alternates totaling $936,320. One Change Order was
issued, as mentioned previously. This brings the total construction cost for the project
