REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />June 3, 2002 <br /> <br />Subject <br />Redwood Shores Lagoon Management Services <br /> <br />Recommendation <br />By Motion authorize Task Order No. 4 to Waterworks Industries, Inc. extending Agreement <br />through February 28, 2003 and increasing funding to $215,000 for environmental <br />engineering services and implementation of the Redwood Shores Lagoon Management <br />Plan. <br /> <br />Background <br />In 1999, the City retained the services of Waterworks Industries, Inc. to maintain the <br />Redwood Shores Lagoons in keeping with the Redwood Shores Laqoon Manaqement <br />Plan, approved by the Regional Water Quality Control Board (RWQCB) in 1995. Task <br />Order No. 4 will continue the maintenance services contained in the original agreement; <br />however, with some adjustments designed to meet new requirements from RWQCB to <br />reduce further the dependence on pesticide use to control nuisance vegetation and algae. <br />The scope of services is adjusted to increase the use of hand labor and mechanical <br />harvesting to compensate for the reduced pesticide usage. The cost and scope reflect the <br />following changes: <br /> <br /> · Increase use of one harvester, on location at all times during heavy growth season, <br /> which can begin as early as March through September, and a second harvester <br /> available within 24-hours, as per the original Agreement. <br /> <br /> · Increase the cost of Chemical Application of Herbicide Reward and / or Cutrine from <br /> $165.00 per gallon to $175.00 per gallon, <br /> · Increase cost of Chemical Application of.Algaecide - Earth Tec from $50.00 to <br /> $55.00 <br /> · Increase cost associated with recordkeeping and documentation of chemical use <br /> and monitoring per the requirements of the Water Quality Monitoring Plan, under the <br /> General Permit for Dischargers of Aquatic Pesticides (see explanation below). <br />Under the provisions of the San Mateo Countywide municipal NPDES permit, the cities of <br />Foster City, San Mateo and Redwood City were required to prepare and implement new <br />Maintenance Performance Standards for our respective lagoon systems. In compliance <br />with RWQCB directives, the performance standards explicitly require reduced reliance on <br />chemicals to control nuisance plant growth. The cities jointly submitted the new standards <br />to RWQCB in May 2001. The maintenance performance standards contain provisions that <br />address the areas below, which are also included in the City's Lagoon Management Plan: <br /> <br /> ° General lagoon management objectives <br /> o Lagoon design and improvements <br /> ° Water quality monitoring and source control <br /> <br /> <br />
