Item No. 4 (continued) <br />In response to question, Mr. Addiego and City Manager Smith said that in <br />general each project in the capital budget would be reviewed by Council <br />several times at different stages. <br />Don Warren, Chairman, Facilities Fee Committee, commended the facilities fee <br />process and City staff for the efficient operation of the program. <br />M /S: Stangel /Rhodes to approve the 1985 Capital Budget for GID 1 -64 and to <br />approve the proposed increase in facilities fees. <br />Carried unanimously by voice vote. <br />MINUTF ORDER NO. 85 -04 <br />Mr. Smith said that the addition of representatives of two significant <br />developers in the area to the Committee is presently contemplated. <br />---------------------------------------------------------------------------- - - - - -- <br />(Council recessed from 8:32 to 8:40 p.m. Mayor Britschgi excused himself for the <br />rest of the evening and Vice Mayor Mosher presided.) <br />---------------------------------------------------------------------------- - - - - -- <br />5. Approval of plans, specifications, call for bids - <br />Jefferson Avenue /Adams Street Channelization Project <br />(702 -02) <br />Report of City Manager and Director of Public Works 1/3/85 <br />William J. Bowler, 1261 Jefferson Avenue, reported he had initiated the <br />- petition with 32 signatures to improve traffic safety on Jefferson, but is <br />opposed to the elimination of parking places which would occur as a result of <br />the recommended changes to the intersection. Mr. Bowler noted that on -site <br />parking is minimal for residents in the area, and street parking is necessary <br />to accommodate the vehicles there. <br />Director of Public Works Addiego presented the subject report using slides to <br />depict the proposed alterations to the intersection to improve traffic <br />safety, noting that traffic circulation would be poor, if the parking spaces <br />are retained. <br />Mr. Addiego, City Manager Smith and City Attorney Schricker commented <br />concerning the City's potential enhanced liability if the traffic <br />improvements are not installed, in view of the City having been put on notice <br />of the problems there by the petition. <br />Discussion followed concerning other alternatives and whether they might not <br />create traffic problems elsewhere in the neighborhood. <br />In response to question, Mr. Addiego reported that letters were sent to each <br />petitioner and to each property owner in the area describing the action <br />proposed to be taken and inviting them to attend the Council meeting this <br />evening. <br />Title read.
