Planning Director Schroeter indicated that in his opinion, the existing Plan as <br />drafted has a stigma, and that to build on it would be unproductive, and that <br />therefore, it would be better to start "clean ". He suggested that representatives <br />of the automobile dealers should be invited to participate as members of the <br />committee, and also recommended that any new study should be done by consultants <br />in order to achieve a new and original plan. In response to questions, Mr. <br />Schroeter said that the cost would range from $75,000 to $100,000 and estimated <br />that it would take about three months to get under way. <br />Mayor Britschgi requested that, inasmuch as only four Council Members were <br />present, Mr. Schroeter prepare a report and recommendation for the Council. <br />MEMO 3/6/85 <br />Further discussion related to the necessity to consider and integrate the existing <br />proposals for the Gateway area of the Redevelopment project, as well as <br />rehabilitation projects for the area, in connection with the E1 Camino Real <br />Specific Plan. <br />Mayor Britschgi requested that the Planning Commission review the goals and make a <br />recommendation to the Council. <br />MEMO 3/6/85 <br />OTHER TOPICS FOR DISCUSSION <br />County Jail <br />The Commissioners and Council expressed objections to the proposed design for a <br />new jail incorporating a bridge connecting it with the main County courts <br />building, particularly from an architectural standpoint. <br />John Cooper, employee of the Sheriff's Department, supported the County's <br />proposal, explaining the advantage of increased security in the movement of <br />prisoners between the jail and the courts in contrast to the present procedure of <br />herding them across public streets from the jail to the courts building. <br />The fact that the County is exempt from requirements to conform to the City's <br />General Plan was noted, and following further discussion, Mayor Britschgi <br />suggested reactivation of the Architectural Review Committee. <br />A motion was made, seconded and carried by the Planning Commissioners that the <br />City Council be requested to go on record with the Board of Supervisors with <br />regard to their objections to the design and location of the new jail. <br />MINUTE ORDER NO. 85 -26 <br />There being no further business, the joint meeting adjourned at 9:35 p.m. <br />FRANCES I.
