REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES <br />Councilman Rhodes reported that at the meeting of the City Selection <br />Committee of the Council of Mayors on Friday, Malcolm Dudley was appointed <br />the City Member of LAFCO. <br />Councilman Stangel reported that at the SamTrans meeting just held, he <br />learned that SB290 may come out of committee tomorrow. <br />1. Presentation by Civic Center Renovation Committee <br />Report of Civic Center Renovation Committee 4/25/85 <br />Final Report, Redwood City Civic Center, Ripley Associates 4/29/85 <br />Amy Margolis, Chairman of the Committee, provided background information <br />leading to formation of a committee to select an architect to prepare a <br />feasibility study. <br />Cynthia Ripley, Ripley Associates, 2101 Pine Street, San Francisco, reviewed <br />the three -stage process used in developing the study, beginning with the <br />building programs for the years 1985 and for 2005; then looked at three <br />alternative site configurations and then preparation of preliminary cost <br />estimates. They had been asked by staff and the Renovation Committee to pare <br />back the program to the 1985 program with an increment of 20% growth to <br />account for the year 2005. She described the anticipated space needs of the <br />three components of the study: the Library, City Hall, and the Police <br />Department, and reviewed the several objectives established by the Committee <br />and Ripley Associates. <br />Ms. Ripley then described each of the various alternative proposals during <br />her slide presentation, and commented and replied to questions by Council <br />including concerns having to do with parking facilities, which in their <br />recommended Alternative E would primarily be on the opposite side of <br />Middlefield Road from the City Hall and Library; regarding desirability of <br />preserving the old Fire Station; recommendation for relocating the main <br />entrance to the Police building to the street level; and the estimated <br />construction costs per square foot. <br />City Manager Smith advised in response to question that any estimates <br />regarding affordability at this juncture would be premature because review of <br />the budget is incomplete. He indicated however, that in order to qualify for <br />state grant funds a decision should be made in the very near future. <br />M /S: Stangel /Rhodes to defer a decision on the Civic Center renovation for <br />one week, and to request that staff, working in conjunction with the <br />consultant and architect, evaluate cost estimates, to be brought back to <br />Council on May 6, 1985 with recommendations as to what the City can afford. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 85 -64 <br />Ad.
