Hopper, P.E., September 14, 1983; Report on <br />Geotechnical and Waste Management Engineering Studies for Approval of <br />Concept Plan, Parkwood 101 by Cooper Engineers, undated) <br />Affidavits of Publication of Notice of Hearing and of Mailing on file. <br />Planning Director Schroeter presented the subject appeal, noting that only <br />the question of zoning is before Council at this time. <br />Mayor Stangel declared the public hearing open at 7:35 p.m. <br />Robert Field, General Manager, Parkwood 101, Los Altos, presented the <br />following slides: 1) Illustrative Development Concept for which zoning <br />was originally approved but which has been found not to be sufficiently <br />flexible in view of requirements of various agencies; 2) the first slide <br />with an overlay indicating jurisdictions of Bay Conservation and Develop- <br />ment Commission, the Water Quality Control Board and the State Lands <br />Agency, all of which reduce building site and affect a critical roadway; <br />3) rezoning presently requested for an office park, noting that there is <br />no intention to reduce the green area which represents a third of the <br />site. Mr. Field suggested that the development of the site as anticipated <br />will benefit the City in many ways, including appearance of the area and <br />construction jobs immediately and office jobs later. <br />Justin Jacobs, 2215 Broadway, proposed developer of the subject site, <br />described developments and tenants of development in the Bay Area with <br />which he has been associated as examples of the type of development <br />planned for the subject site. <br />Norman MacKay, 2500 E1 Camino Real, Palo Alto, attorney for Mr. Jacobs, <br />stated that the rezoning is necessary for the efficient development of the <br />property and requested Council demand that a Specific Plan for the area be <br />worked out between the developer and the Planning Commission. <br />John Murray, 568 Seahorse Lane, President of Redwood Shores Homeowners <br />Association (RSHA) said that RSHA does not want the number of cars <br />projected for use of the site turning left off Marine World Parkway <br />opposite the best residential housing planned for Redwood Shores, stating <br />that a Specific Plan should be approved before any zoning change is made. <br />In response to question, City Attorney Schricker said that the property <br />owner is entitled to access and that the question of zoning which is the <br />matter before Council had to do only with permitted uses on a site. He <br />noted that in any case the question of access must be addressed by the <br />Director of Public Works who has authority in that area. <br />Mr. Field (see above) urged that the property be rezoned at this time and <br />requested that the developer, the Planning Commission and the Planning <br />staff be directed to get together and prepare a Specific Plan for it. <br />Bruce Albin, 569 Compass Drive, commented regarding a circulation plan <br />proposed for the property in 1975. <br />Reg.Mtg. <br />1/23/84 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 335 <br />
