Item No. 1. (continued <br />Recreation Supervisor Bisordi thanked Lions Clubs members and those who <br />participated in the Hallow'een Project for their contributions to the youth <br />sports program. <br />---------------------------------------------------------------------------- - - - - -- <br />2. Public Hearing - Application of David Kimmel for a <br />Certificate of Public Convenience and Necessity to <br />engage in the business of operating a taxi service. <br />Report of City Manager 3/14/84 <br />Affidavit of Publication of Notice of Hearing on file. <br />In response to question, City Manager Smith said that vehicle code <br />inspections of the vehicles proposed to be used as taxis have not been made <br />since the January inspection which revealed 30 vehicle code violations and <br />13 City Code violations among some nine taxis and called attention to the <br />report of Officer Banks of the Police Department of March 15, 1984. <br />Mayor Stangel declared the public hearing open at 7:40 p.m. <br />Oliver Nordb 81 Fair Oaks Lane, Atherton, stated he believes that all of <br />the violations found in the January inspections have been corrected or <br />equipment replaced. In response to question of Mr. Smith, Mr. Nordby <br />acknowledged that he no longer has any interest in the taxicab company. <br />Gene Manqianello, 2724 Yosemite Drive, Belmont, one of the new owners of <br />the Mid - Peninsula Cab Co., stated that since the January inspection, some <br />taxis are being replaced and others have been serviced and violations <br />corrected. <br />Discussion followed and Mr. Mangianello replied to questions and commented <br />regarding proper seals for meters; the cabs proposed to be used in the <br />City; the quality of service to be provided; and whether or not the cabs <br />proposed to be operated meet the standards set by the City's ordinance. <br />In response to question, Police Chief Guardino, referred to the report of <br />Officer Banks of March 15, wherein Office Banks referred to attempts to <br />clean up the cars and improve their safety as "minimal." <br />Mayor Stangel invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 7:55 p.m. <br />M /S: Mosher /Claire to withhold action on the subject application until it <br />has been determined by the Police Department that all of the taxicabs <br />proposed to be operated in the City meet the standards of the City's <br />ordinance. <br />Reg.
