Director of Public Works Addiego replied that the District is <br />proposed at this time to improve the appearance of the street, since it has <br />to be reconstructed in any case; that the entire cost will be at public <br />expense; and that widening will be accomplished through use of the public <br />planting strip. <br />City Attorney Schricker advised that hook -ups to the underground lines are <br />usually at the expense of individual property owners, but in this case, the <br />project is proposed to be constructed entirely with public funds. <br />Mayor Britschgi invited anyone else who wished to speak to do so. M /S: Claire /Mosher <br />ORDINANCE ESTABLISHING UNDERGROUND UTILITY DISTRICT IN A PORTION OF CITY OF <br />REDWOOD CITY; DESIGNATING SAID DISTRICT AS UNDERGROUND UTILITY DISTRICT NO. <br />1984 -1; DESCRIBING THE BOUNDARIES OF SAID DISTRICT; AND ESTABLISHING THE <br />TIMES IN WHICH POLES AND OVERHEAD WIRES SHALL BE REMOVED AND UNDERGROUND <br />SERVICE PROVIDED <br />approved for first reading unanimously by roll call vote. <br />--------------------------------------------------------------------------------- <br />2. P u b l i c Hearing - Appeal of staff decision re one sewer <br />hook -up, Woodhill Subdivision - Dividend Development <br />Corporation, appellant <br />Mayor Britschgi opened the public hearing at 7:46 p.m. <br />Dick Oliver, Vice President, Dividend Development Corporation, owner of the <br />subject property and developer of Woodhill Subdivision in the City, stated <br />that he believes the required "extraordinary conditions" do exist which would <br />allow the Council to grant the requested hook -up. Mr. Oliver used a map to <br />indicate the location of the property and described the background relating <br />to the situation and the alternatives which exist which would permit <br />development of the property. Mr. Oliver requested Council to reverse the <br />decision of staff and grant the requested one sewer hook -up. <br />Discussion followed and Mr. Oliver commented and replied to questions <br />concerning his alternatives and the involvement of the Town of Woodside, and <br />Local Agency Formation Commission (LAFCO) and Redwood City. <br />City Attorney Schricker stated that if the Woodside property were annexed to <br />Redwood City, it would have a right to the hook -up and referred to the <br />subject staff report. A copy of the report was given to Mr. Oliver to review <br />while discussion continued with Mr. Schricker and Director of Public Works <br />Addiego commenting and replying to questions relating to service to the <br />property. <br />Reg.
