<br />Item No.2 (continued) <br /> <br />City Manager Smith reported that any action on the subject proposed <br />resolution should be deferred to a later date pending revisions. <br /> <br />---------------------------------------------------------------------------------- <br /> <br />3. <br /> <br />Centre Area Redevelopment Report <br />Report of City Manager 7/3/84 <br /> <br />City Manager Smith presented the subject report, stating that a workable <br />plan incorporating economic and marketing research is necessary to <br />generate a successful redevelopment of the Centre Area. Mr. Smith added <br />that precise costs of the plan are unknown, but $100~000 is budgeted at <br />this time as a worthwhile investment in redevelopment of the area. <br /> <br />Ruth Peterson, Fitzhugh Development Company, suggested that a plan be <br />developed which would involve about ten developers in a smaller way <br />rather than one large developer of the entire area. <br /> <br />Willy Ostertag, Burlingame, developer of property at 850 Main street, <br />said he believes smaller developers might be interested in parts of the <br />area, but that they need guidance from an overall City plan. He urged <br />the City to develop a plan of the kind of development desired in the <br />Centre area. <br /> <br />Discussion followed and Mr. Smith replied to questions and commented <br />concerning need for a development plan so that developers may make <br />proposa,ls; whether developers mi ght not propose plans they have prepared <br />at their own expense; the time required for development of a City plan; <br />the difficulty of proceeding with any development of the area with <br />regard to parking, etc., without a plan; whether older plans developed <br />at City expense have justified their cost or been implemented; and the <br />need for involvement and commitment of Council in developing an <br />acceptable plan. <br /> <br />M/S: Claire/Mosher to accept the recommendation of the City Manager <br />contained in his report of July 3, 1984, and direct staff to prepare a <br />Request for Qualifications with regard to Centre Redevelopment Area. <br /> <br />Gus Pappas, 587 Seahorse Lane, noted that the matter of redevelopment <br />should be recognized as complex and development of a plan should proceed <br />using modern evaluation methods. Mr. Pappas suggested a committee of <br />local engineers might work with consultants on the plan. <br /> <br />Nita Spangler, 970 Edgewood Road, suggested that Council consider recent <br />social and technological changes in the City and recommended that <br />residents be asked about the kind of development they prefer and that <br />sociologists and economists would be involved also. <br /> <br />Redev.Mtg. <br />7/9/84 <br />Page 2 <br /> <br />MINUTE BOOK NO. 45 <br />Page No.9 2 <br />
