<br />dr <br /> <br />Item No.2 (continued) <br /> <br />Edward Gee, Edward Gee & Associates, San Francisco, architect for <br />Innisfree Development Company, reported that his former client <br />EGS/Metro has decided not to proceed with development of the <br />Gateway Subarea for a variety of reasons relating to financial <br />ability, and the major proposed tenant, Safeway Stores, has <br />approved Innisfree. Mr. Gee said that Innisfree is better <br />qualified to proceed, was involved in the concept plans at an <br />earlier stage and would like to develop the project. <br /> <br />David Irmer, President, Innisfree Development Company, Sausalito, <br />described his northern California Company and its construction <br />experience 'n the Bay Area. Mr. Irmer mentioned the combined <br />residential a,d commercial development at Point Richmond and in <br />Tiburon and ~ condominium in San Francisco as recent examples. <br />He introduced Ron McIntyre, Project Director, and Barney McCarthy <br />who handles acquisition, preplanning, leasing, community <br />re lations, etc. <br /> <br />Discussion followed and Mr. Irmer replied to questions and <br />commented concerning his expertise; whether or not it is <br />necessary to expand the subarea to include the block from <br />Jefferson to James; the desirability of including such a central <br />city block in the subarea; the time needed to develop market and <br />financial studies; Safeway's expectation of selling its property <br />to the developer and becoming a major tenant; the need to include <br />the Jefferson to James block in any master plan for the area <br />whether or not it is included now; the manner in which property <br />owners in the subarea may participate in the redevelopment; and <br />the need for the availability of the eminent domain process if <br />the project is to succeed. <br /> <br />Al Davies, E-Z Davies Chevrolet, Jefferson Avenue and El Camino <br />Reals said he has not received notice of the proposed expansion <br />and does not want his property included in the subarea. He said <br />that the property lines in the Manager's report are incorrect and <br />provided a sketch of property lines. <br /> <br />M/S: <br /> <br />Claire/Chandler that the Redevelopment Agency proceed: <br /> <br />1. <br /> <br />to authorize negotiation of an Exclusive Right to Negotiate with <br />the Innisfree Development Company; <br /> <br />to allow nine months for completion of market and other needed <br />studies; <br /> <br />2. <br /> <br />3. <br /> <br />to request the Planning Commission to consider expansion of the <br />Gateway Subarea as proposed by staff in the City Manager's Report <br />of September 13, 1984, excluding the E-Z Davies Chevrolet <br />property at the corner of El Camino Real and Jefferson Avenue; <br />and <br /> <br />Redev.Minutes <br />9/17/84 <br />Page 2 <br /> <br />~ <br /> <br />MINUTE BOOK NO. 45 <br />Page No. 142 <br />
