Item No. 1 (continued) <br />Housing Coordinator Church presented slides showing existing businesses and <br />conditions in the block proposed to be added to the Sub -Area and referred to <br />the subject report, noting that information previously provided relating to <br />the entire sub -area also relates generally to the area proposed to be <br />included. <br />Mayor Britschgi declared the public hearing open at 7:44 p.m. <br />Dimitri Elgin, 55 Perry Street, said that he is not in the area and inquired <br />regarding the status of development. Mr. Elgin was advised that one <br />developer (Innisfree Company) has a nine -month exclusive right to negotiate <br />and is proceeding with studies of the area. <br />Al Davies, E -Z Davies Chevrolet, 1101 E1 Camino Real, said he is concerned <br />about the adequacy of notice received by property owners, suggested the City <br />is accommodating a private investor and that the meeting should be postponed. <br />Mr. Davies also said that he is concerned that the potential for his property <br />will be included in the study by Innisfree Company, although it is not <br />proposed to be in the expanded sub -area. Senior Assistant City Attorney Case <br />described the certified mailing sent to property owners and City. Clerk <br />Hildebrand reported the three dates of publication of the Notice of Hearing. <br />Bob Cook, owner of The Trophy House, 29 James Street, referred to the meeting <br />of property owners, tenants and the City Manager on December 5, 1984, <br />regarding the proposed development of the area and acknowledged receipt of a <br />certified copy of the notice sent to property owners. Mr. Cook said he is <br />interested to know the kind of development proposed for the area and <br />something about the process in a redevelopment area. He was advised that a <br />specific project and timetable are not yet available, but that generally an <br />owner may participate, may sell to the developer at a price agreed upon <br />between them, or may obtain fair market value as determined in an eminent <br />domain proceeding. <br />Mr. Smith said that the intention is to meet with owners and interested <br />tenants when the full market analysis being prepared by Innisfree is <br />available. <br />Mayor Britschgi invited anyone else present who wished to speak to do so.
