Mr. Curtis Williams
April 3, 2002

13. Development of Mitigation Measures. Recommendations will be formulated that identify the
locations and types of improvements or modifications necessary to mitigate significant off-site project
impacts. Improvements could include street widenings, lane additions, changes in lane usage, traffic
signal modifications, or transportation demand management measures.

14. Evaluation of Cumulative Conditions. Cumulative traffic volumes include additional traffic from
proposed or foreseeable developments beyond what has been approved. City staff will provide
Hexagon with descriptions (land use type and intensity/size, and access location) of the potential but
not yet approved developments in the vicinity of the site. For each of these potential developments
(up to ten developments), Hexagon will perform a trip generation, distribution, and assignment, based
on engineering judgment, to the extent needed to establish cumulative trips at the two intersections
included in this study. Any applicable roadway improvements that are foreseeable will be assumed as
directed by city staff. Intersection level of service under cumulative conditions will be evaluated
using TRAFFIX.

15. Meetings. The fee estimate includes attendance at one working meeting with city staffand attendance
at one public hearing in connection with this study.

16. Draft Report. Hexagon's findings and recommendations will be summarized in a draft report
submitted for review by city staff.

17. Final Report. Hexagon Transportation Consultants will respond to editorial comments from city
staff, prepare the final report, and submit up to six copies. This task assumes eight hours of staff time.
Additional hours will be billed as an additional service.

18. Additional Services. Any work not specifically referenced in the above Scope of Services--for
example analyzing a different project description or revised site plan, analyzing additional
intersections or scenarios, conducting additional intersection counts or other data collection efforts,
conducting additional evaluations or analyses, or attending additional meetings--shall be considered
additional services.

Time of Performance

Barring any unforeseen delays, a draft report will be submitted four weeks after receipt of authorization to
proceed and all data provided or required by the city. The final report will be delivered one week after
receipt of all review comments. Cognizant of your desired schedule, we are ready to start work
immediately upon authorization.

Cost for Services

The cost for services rendered under this agreement will be a lump sum amount of $14,680 for Work
Items 1 through 17, as outlined in our Scope of Services. This includes $800 for traffic counts. Work Item
18, Additional Services, shall be provided upon authorization and, if requested, will be billed separately.

We appreciate your consideration of Hexagon Transportation Consultants for this assignment. If you have
any questions, please do not hesitate to call me.
