dS. i, � — / <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> and the Redeveloprnent Agency Board from <br /> the Cit Mana er and Executive Director <br /> March 28, 2005 <br /> Subject <br /> Award of Contract— Marshall Street Parking Structure Modifications <br /> Recommendation <br /> Approve the Contract Documents and award the contract for the Marshall Street <br /> Parking Structure Modifications to the lowest bidder, John Plane Construction, Inc. of <br /> Burlingame, California, for their bid of $244,000.00, and authorize the use of <br /> contingency funds from the Redevelopment Capital Improvement Program/Downtown <br /> Funding Plan. <br /> Background <br /> The Marshall Parking Facility was constructed in 1994. As part of the redevelopment of <br /> the Downtown and the creation of a parking control management system, the first floor <br /> and first floor ramps of the Marshall Street Parking Facility will be converted from <br /> parking meters to a "pay-on-foot" system. This change requires that the entrances to <br /> the Marshall Street Parking Structure be widened to allow new concrete islands and <br /> future parking control gates. Work will also include installing conduits to accept all <br /> future parking control equipment including illuminated "full" signs, card readers, <br /> intercoms, pay-on-foot stations, gate arms, and other associated equipment. <br /> Bids for the above-referenced project were opened in the Office of the City Engineer <br /> (public counter — Maps & Records area) Wednesday, February 16, 2005, and are <br /> summarized below. <br /> Rank Bidder Amount <br /> 1. John Plane Construction, Inc. — Burlin ame, CA $244,000.00 <br /> 2. Golden Ba Construction, - San Carlos, CA $258,469.00 <br /> 3. ESR Construction — San Jose, CA $362,859.00 <br /> The low bid of $244,000 is considerably higher than the Architect's Estimate of <br /> $120,000. Review of the engineer's estimate indicates that the concrete and electrical <br /> work were underestimated, and based on the three competitive bids, the low bid by <br /> John Plane Construction, Inc. is considered reasonable and responsive. <br /> A copy of the Agreement is available for review in the City Clerk's office. <br />
