Box 391
Redwood City, CA 94064

Subject:

Proposal for Fuel Leak Case Support Services
Redwood City, California

Dear Mr. Lee:

Earth Tech, Inc. (Earth Tech) is pleased to present this proposal to provide support services to
the City of Redwood City (City) in responding to the San Mateo County Groundwater Protection
Program (GPP) letter dated January 31,2005. In that letter, the GPP identified four potential fuel
hydrocarbon release sites and requested the preparation of separate work plans for each of the
four sites. Earth Tech performed the underground storage tank (UST) removals at two of these
sites and is therefore well qualified to support the City in this matter.

The proposed scope of work consists of:

.

Evaluating existing information about each of the four potential fuel leak sites,

.

Preparing a technical letter summarizing the reasons for immediate closure of SMC Case
#330141 (a -750-gallon UST),

.

Preparing a technical letter summarizing the reasons for no further action (NFA) at the
"Additional Required Work" site,

.

Prepare work plans for SMC Case #'s 330209 and 330143, and

.

Optional, prepare work plans for SMC Case #330141 and "Additional Required Work"
site.

'-.'-'..'.'-......'--.""."....00""."."..--"'.---'-.._- .
