City Manager Everett stated there was clear interest in the area to get involved <br /> and a Contract Planner would work with the stakeholders to work through what <br /> they would like the area to look like. <br /> <br /> Public Comment: <br /> Robert Baldwin, a business owner, asked if Phase I is to include some housing <br /> and if so, he felt it would have a significant effect on the owners and businesses in <br /> the Phase II area. He stated that as a group there is a better chance to negotiate <br /> a deal with the City and the developers as a united effort with the Phase I group. <br /> He recommended the Board shelve the entire agenda until the involved and <br /> interested parties have had a chance to get on the same page. <br /> <br /> The Board requested clarification on comments made regarding lack of <br /> communication and Board discussion occurred on the planning process of Phase I <br /> and Phase II. <br /> <br /> City Manager Everett stated the purpose of the bifurcation to be a way to allow <br /> enough time for the stakeholders to study the issue of housing in Phase II. <br /> <br /> Planning and Redevelopment Director Church stated Mr. Baldwin may be helpful <br /> as a collection point person for dissemination of information in the neighborhood. <br /> An individual mailout to those on record as owning or renting in the area would <br /> also occur. <br /> <br /> M/S Ruskin/Howard to accept the staff recommendation as follows: <br /> <br /> 1) That the March 25, 2002 staff report still be regarded as the "plan" document <br /> for this entire area but with the following changes: <br /> 2) That the Board direct staff to only begin the Owner Participation process within <br /> the Phase I area bounded by Maple Street, Lathrop Street and El Camino Real <br /> and that proposals only respond to the Phase I area; <br /> 3) That the Board clarifies that any action with regard to Phase il (the area <br /> generally bounded by Maple Street, the railroad tracks, Chestnut Street, and <br /> Lathrop Street) will take subsequent action by the Redevelopment Board. An <br /> owner or other respondent to the Phase I offer to participate will not acquire <br /> any rights to develop/redevelop in the Phase II area. <br /> 4) Begin the formation of the stakeholder group for Phase II immediately; <br /> communicate the concept of the fast track process to them and communicate <br /> frequently and well with all stakeholders in the area. <br /> <br /> The motion passed by a unanimous roll call vote by those present with Agency <br /> Member Hartnett absent.
