REP O R T ,,. ,.,or .c..,,,
From the City Manager

June 10, 2002

Subject
Cost Sharing Agreement with San Mateo County for Resurfacing of Flynn Avenue,
and a portion of Middlefield Road

Recommendation
Approve and authorize execution of agreement between the County of San Mateo,
Department of Public Works and the City of Redwood City, for resurfacing Flynn
Avenue, and a portion of Middlefield Road, in an amount not to exceed $113,300.00.

Background
As part of County's Pavement Management Program, the County is preparing plans
and specification to overlay their roadways. Flynn Avenue and Middiefield Road located
within Redwood City, are on their list for this year's resurfacing project. Flynn Avenue
from Middiefield Road to Scott Avenue, and a portion of Middlefield Road from Charter
Street to McCarthur Avenue, are within the City's right-of-way. (See attached location
map).

Currently these isolated sections of Flynn Avenue and Middlefield Road are in need of
surface treatment. It would be costly for the City to include these isolated sections to its
yearly pavement maintenance program. Therefore, executing this agreement will allow
the County to include these sections of the roadways to their bid package, and get
reimbursement from the City for the actual cost of the oveday, plus incidentals and
overhead expenses not to exceed ?1~% of the construction cost, once the project is
completed. The County is in a better position to do this overlay, since they have more
streets in this area, which will increase the total asphalt quantities, and therefore,
reduce the cost.

Alternative
Do not approve the Agreement with the County, and wait another few years before
these streets will be included in the City's Oveday Project. By then, these street will
need extensive reconstruction, due to the deterioration of the asphalt.

Fiscal Impacts
Funds in the amount of $1.2 million are appropriated in the 2001-02 Capital
Improvement Program budget as part of Gas Tax Construction and Transportation
(Measure "A) Funds.

Ea Eve;e~'-~~/
M.
