Commissioner Foust asked Mr. Lynch on how a field survey was done on the <br />office buildings and residential units. <br /> <br />Mr. Lynch said that the Public Works Services is the department that did the field <br />survey and they do it by sending field inspectors to survey the potential <br />contaminations. <br /> <br />Commissioner Foust asked if potential contaminations have been found on those <br />field inspections. <br /> <br />Mr. Lynch said the he did not have the answer, because the Public Works <br />Services Department kept the information. <br /> <br />Commissioner Foust asked Mr. Lynch how reasonable it is to increase staff time <br />and if Federal and State funds were available to implement the policy. <br /> <br />Mr. Lynch said that so far there are no monies available and that they're still <br />trying to work out how to address the issue. <br /> <br />Commissioner Foust asked how does staff develop a plan or a recommendation <br />based on so little information. <br /> <br />Mr. Lynch said that right now the plan is to follow very closely what Santa Clara <br />County is doing and that staff is looking and learning. <br /> <br />Chairman Garcia asked if this only covers new projects or projects that are <br />already completed. <br /> <br />Mr. Lynch said that it will only cover new projects. <br /> <br />Chairman Garcia wanted to know if he understood what staff is trying to <br />accomplish. Staff is asking the Commissioners to recommend a policy to the <br />City Council, but staff doesn't know how much is going to cost, or how it's going <br />to be implemented. <br /> <br />Mr. Lynch said that the City needs to implement the present proposal by June 30, <br />2002 or it is non-compliance. <br /> <br />Commissioner Paulson said that some of the areas don't make sense and she is <br />not sure about the wording on Circle page 6 "sensitive area protection". She <br />asked if it is just simply the restoration in the area that provides the water quality <br />benefits. <br /> <br />Commissioner Foust said that in the request to the City Council staff should <br />reflect the Commissioners concerns. <br /> <br />Commissioner Seybert also said that it does not make any sense. <br /> <br />Mr. Passanisi said that there is a lot that staff has to work on to be able to <br />implement these policies. <br /> <br /> <br />
