REPORT To the Honorable Mayor and City Council From the City Manager June 10,2002 Subject The Woodside Terrace A.M. Kiwanis Club is requesting the City Council issue a letter permit for their 13th annual Fourth of July Carnival. Recommendation The City Council authorize execution of a letter permit for the Fourth of July Carnival sponsored by the Woodside Terrace A.M. Kiwanis Club through Butler Amusements. Background The Woodside Terrace A.M. Kiwanis Club has requested permission to conduct a Fourth of July carnival. The carnival will be conducted in the downtown area of Redwood City. (Please refer to Exhibit "A.") The carnival shall be held on Thursday, July 4, 2002, and end on Sunday, July 7, 2002. The hours of operation shall be from 10:00 a.m. until 1 !:00 p.m. each day of operation. The exception shall be on July 4, 2002 when the carnival shall not begin operations until after 1:00 p.m. or at the end of the Redwood City Fourth of July Parade, whichever is later. Set-up time will begin at 6:00 p.m. on Wednesday, July 3, 2002. The site will be cleared by 5:00 a.m. on Thursday, July 5, 2002. The Woodside Terrace A.M. Kiwanis Club has requested the use of city services (barricades) and the waiving of the parking lot fee. Additionaiiy, the club has agreed to pay for the assignment of one Redwood City Police Officer to the carnival from the hours of 7:00 p.m. to closing each night. The Woodside Terrace A.M. Kiwanis Club will contact representatives of the businesses in the immediate area to inform them of the closure of the parking lot. The letter permit contains the standard "hold harmless" and insurance provisions. Alternatives 1. The City Council could choose not to authorize the execution of the letter permit. The selection of this alternative would end a twelve-year tradition.
