I REPORT To the Honorable Mayor ..d City Council <br /> From the City Manager <br />June 10, 2002 <br /> <br />Subject <br />Agreement for Parking Citation Processing and Adjudication <br /> <br />Recommendation <br />Adopt a resolution authorizing the City Manager to renew the agreement with Turbo Data <br />Systems, Inc. for processing parking citations and administrative adjudication of appeals. <br /> <br />Background <br />in mid 1998 the cities in San Mateo County undertook a collective effort to select a private <br />firm to collect and process parking citations. A Request for Proposal was issued, which <br />resulted in four proposals being submitted. After a thorough evaluation, Turbo Data <br />Systems was selected as the recommended vendor and all County cities entered into <br />contracts with Turbo Data Systems effective July 1,1999. The initial agreement term was <br />for three years, which expires June 30, 2002. <br /> <br />Turbo Data Systems has proposed renewing this agreement for a three-year term under <br />the same terms and conditions contained within the current agreement. The only price <br />increase to the City will be for the increased cost of postage for mailing reminder notices in <br />connection with past due citations. <br /> <br />Redwood City has been pleased with Turbo Data Systems' services as have a number of <br />other San Mateo County cities, which were recently surveyed. These cities also intend to <br />renew their'agreements with Turbo Data Systems. <br /> <br />Alternatives <br />Council could elect not To renew this agreement and direct staff to request proposals from <br />other vendors. Doing so would consume a substantial amount of staff time in preparing a <br />request for proposals and evaluating the submitted proposals. Given Redwood City's size <br />relative to the combined size of the other County cities, it would be very speculative and <br />unlikely that a more favorable arrangement could be obtained if Redwood City proceeded <br />separately. <br /> <br />Fiscal impact <br />Based on the current number of citations (23,016 in FY 2001/02) being processed under <br />the present pricing structure, Redwood City is paying $54,940 for these services.
