The City could opt out of the countywide STOPPP program and fund an individual
municipal stormwater program; however, this would require the City to obtain its own
municipal NPDES permit from the Regional Water Quality Control Board. The City could
chose to fund the program through some other source of city funds or revert to funding the
program through the Sewer Enterprise Fund.

Fiscal Impact
The total cost to support the NPDES program is co,.,ered by the parcel fees with no impact
on City funds.
? /

Marilyn W.
