2. Presentation of Resolution of Retirement to Frank T. <br />Giudici after 19 years of service in the Department of <br />Public Works, Street and Sewer Division (301 -11) <br />RESOLUTION NO. 9345 COMMENDING AND CONGRATULATING FRANK T. GIUDICI ON THE <br />OCCASION OF HIS RETIREMENT <br />There being no objection, RESOLUTION NO. 9345 was adopted unanimously by <br />consensus. <br />Mayor Stangel presented a framed parchment copy of RESOLUTION NO. 9345 to <br />Mr. Giudici, thanked him for his years of service to the City and wished <br />him many happy and rewarding years of retirement. <br />---------------------------------------------------------------------------- - - - - -- <br />3. Public Hearing - Proposed Water Rate Increase <br />(See also Minutes of April 18, 1983; City Council continued item from that <br />date for voluntary public hearing) <br />Report of City Manager, Director of Finance and Director of Public Works <br />4/14/83 <br />Notice of Public Hearing published in display advertisements on May 4, <br />1983 in the Peninsula Times Tribune and the Redwood City Almanac; Letter <br />Notice of Hearing dated April 25, 1983 mailed to all major industrial and <br />commercial water users in the City. <br />Directors of Public Works Addiego and Finance Tasseff presented the <br />proposed resolution and ordinance and the "1983 -85 Water Rate Proposal, <br />April 1983 prepared jointly by their departments. Their detailed review <br />included projection of transparencies of pages 1 - 21 of the Report and a <br />slide showing graphs of water consumption 1976 -82 compared to costs for <br />the same period. <br />Mayor Stangel declared the public hearing open at 8:50 p.m. <br />John W. Keller, 2017 Vera Avenue, retired Fire Chief, commented on the <br />poor condition of Fire Station No. 1. <br />Henry Miller, 4086 Farm Hill Boulevard, suggested the proposed water rate <br />increase might be spread over a longer period, stating he is the owner of <br />apartments and condominium developments where rental rates include water. <br />Joe Mandolfo, 678 Emerald Hill Road, asked that consideration be given to <br />a less drastic increase, stating he is a commercial user and would have to <br />pass costs on to his tenants.
