Presentation by Phil Singer, Singer & Hodges, landscape <br />architects, of Veterans Boulevard Beautification <br />Project, Phase II (702 -02) <br />Report of City Manager and Director of Public Works 5/31/83 <br />Phil Singer,Singer and Hodges, presented slides illustrating the concept <br />proposed for plantings of trees and ground cover on Veterans Boulevard. <br />Mr. Singer replied to questions and commented concerning the selection of <br />some deciduous trees for the medians; maintenance costs and problems which <br />might be encountered in connection with leaves; ground cover materials; <br />the expectation that cover would be complete within a year and a half; and <br />the need for interim use of a mulch material. <br />In response to question, Parks and Recreation Director Griffiths said that <br />the proposed concept does not present problems to his department. <br />In response to questions, Director of Public Works Addiego said that <br />$112,000 remains in the 1982 -83 budget for the project and an additional <br />$38,000 is proposed for 1983 -84; and that he has advised the residents of <br />Casa de Redwood how to petition for construction of sidewalks in accor- <br />dance with provisions of the Streets and Highways Code with regard to the <br />sidewalks they would like to have constructed nearby. <br />M /S: Mosher /Bury to approve the preliminary concept for the subject <br />project and direct the Architect to proceed with the completion of the <br />plans and specifications. <br />AMENDMENT: Councilman Biagi asked that the motion be amended to include <br />that no deciduous plantings will be included because of the problems they <br />create. <br />AMENDMENT REJECTED: Councilman Mosher stated that the proposed amendment <br />to her motion is not acceptable to her, because the Director of Parks and <br />Recreation does not object to the proposed plantings. <br />Councilman Bury stated for the record that he would like to have <br />consideration given to concern for maintenance. <br />The motion carried by majority voice vote which Mayor Stangel determined <br />to be 5 to 2.
