2. Presentation by Phil Singer, Singer & Hodges, landscape architects, of Veterans Boulevard Beautification Project, Phase II (702 -02) Report of City Manager and Director of Public Works 5/31/83 Phil Singer,Singer and Hodges, presented slides illustrating the concept proposed for plantings of trees and ground cover on Veterans Boulevard. Mr. Singer replied to questions and commented concerning the selection of some deciduous trees for the medians; maintenance costs and problems which might be encountered in connection with leaves; ground cover materials; the expectation that cover would be complete within a year and a half; and the need for interim use of a mulch material. In response to question, Parks and Recreation Director Griffiths said that the proposed concept does not present problems to his department. In response to questions, Director of Public Works Addiego said that $112,000 remains in the 1982 -83 budget for the project and an additional $38,000 is proposed for 1983 -84; and that he has advised the residents of Casa de Redwood how to petition for construction of sidewalks in accor- dance with provisions of the Streets and Highways Code with regard to the sidewalks they would like to have constructed nearby. M /S: Mosher /Bury to approve the preliminary concept for the subject project and direct the Architect to proceed with the completion of the plans and specifications. AMENDMENT: Councilman Biagi asked that the motion be amended to include that no deciduous plantings will be included because of the problems they create. AMENDMENT REJECTED: Councilman Mosher stated that the proposed amendment to her motion is not acceptable to her, because the Director of Parks and Recreation does not object to the proposed plantings. Councilman Bury stated for the record that he would like to have consideration given to concern for maintenance. The motion carried by majority voice vote which Mayor Stangel determined to be 5 to 2.
