<br />Neal Anderson, American Appraisal Company, Oakland, referred to the subject <br />Letter Report, stating it is a summary of valuation changes and does not <br />address methodology. Mr. Anderson stated that improved single-family <br />residential property declined about 5% in appraised value and cited the poor <br />real estate market for reduced sales and selling prices. <br /> <br />Mr. Schricker stated that the purpose of the hearing is to equalize the roll, <br />observing that protests must be based on particular figures which should be <br />established now. He pointed out that the protest period extends until <br />September 15, 1983 after which an appeal hearing will be held if necessary. <br /> <br />In response to question, Mr. Tasseff reported that notice of the public <br />hearing, the right to appeal and details about the property were mailed to <br />each property owner in the District in addition to the newspaper publication <br />of the Notice of Public Hearing. <br /> <br />Discussion followed and Mr. Anderson and Mr. Tasseff replied to questions and <br />commented regarding the appraisal techniques. <br /> <br />In response to request, Mr. Tasseff agreed to provide comparison figures for <br />the past five years of valuation of property in the District. <br />(memo 7/26/83) <br /> <br />Mayor Stangel declared the public hearing open and invited anyone present who <br />wished to speak to do so.
