Neal Anderson, American Appraisal Company, Oakland, referred to the subject Letter Report, stating it is a summary of valuation changes and does not address methodology. Mr. Anderson stated that improved single-family residential property declined about 5% in appraised value and cited the poor real estate market for reduced sales and selling prices. Mr. Schricker stated that the purpose of the hearing is to equalize the roll, observing that protests must be based on particular figures which should be established now. He pointed out that the protest period extends until September 15, 1983 after which an appeal hearing will be held if necessary. In response to question, Mr. Tasseff reported that notice of the public hearing, the right to appeal and details about the property were mailed to each property owner in the District in addition to the newspaper publication of the Notice of Public Hearing. Discussion followed and Mr. Anderson and Mr. Tasseff replied to questions and commented regarding the appraisal techniques. In response to request, Mr. Tasseff agreed to provide comparison figures for the past five years of valuation of property in the District.
