M /S: Biagi /Mosher <br />A RESOLUTION NO. 9391 OF THE COUNCIL OF THE CITY OF REDWOOD CITY APPROVING <br />A FINANCING PLAN FOR THE CONSTRUCTION AND ACQUISITION OF CERTAIN WHARF <br />FACILITIES FOR THE PORT OF REDWOOD CITY, INCLUDING THE ISSUANCE OF <br />CERTIFICATES OF PARTICIPATION IN CONNECTION THEREWITH <br />adopted unanimously by roll call vote. <br />---------------------------------------------------------------------------- - - - - -- <br />REPORTS OF BOARDS AND COMMISSIONS <br />2. Legislative Committee Report No. 83 -4 <br />Vice Mayor Britschgi, Chairman of the Legislative Committee, presented the <br />Committee report and reviewed items 1, 2 and 3. <br />Councilman Bury of the Committee reviewed items 4, 5 and 6. <br />Councilman Biagi of the Committee reviewed items 7, 8 and 9. <br />M /S: Britschgi /Mosher to accept the recommendations of the Legislative <br />Committee contained in Legislative Report No. 83 -4. <br />(Recommendations are as follows: <br />1) TAX LEVIES FOR VOTER- APPROVED INDEBTEDNESS - AB 377 (ROOS), SB 24X <br />(ROBERTI) - Continue to monitor, with special attention to alerting the <br />legislature and executive agencies of the potential for erroneous <br />application of the legislation. <br />2) LICENSING OF CITY RECREATION PROGRAMS - AB 469 (CAMPBELL) - Oppose in <br />its present form. <br />3) CONCEALED WEAPONS PERMITS - SB 1136 (RICHARDSON) - Oppose <br />4) LOCAL GOVERNMENT COLLECTIVE BARGAINING - SB 637 (McCORQUODALE) - Bill <br />defeated in the Senate - future legislation of similar nature is <br />anticipated. <br />5) COMPULSORY AND BINDING ARBITRATION - SB 778 (DILLS), AB 187 (YOUNG) - <br />Bills are dormant for the time being - continue to monitor for the <br />purpose of opposing the bills should they be revived in 1984. <br />6) PREEMPTION OF LOCAL SIGN CONTROL - SB 142 (ELLIS) - Continue to monitor <br />and oppose the bill to the extent it preempts local sign regulations. <br />Reg.Mtg. <br />7/25/83 <br />Page 3 <br />MINUTE BOOK NO. 44 <br />Page No. 191 <br />
