PUBLIC HEARING (continued) <br />Affidavit of Publication of Notice of Hearing is on file. <br />City Attorney Schricker replied to questions calling attention to items <br />(a.) through (e.) in the subject report which require City Council <br />investigation and consideration, noting that the City's role is regulatory <br />and that the ordinance does not provide for any exclusive franchise. <br />Assistant to the City Manager Margolis also replied to questions regarding <br />Code requirements for taxicab operators, stating that the ordinance is <br />presently being reviewed with a revised version to be presented to Council <br />for consideration soon. <br />Mayor Stangel declared the public hearing open at 7:50 p.m. <br />Twyla Dawn Bonham, 1195 Garden Street, East Palo Alto, the applicant, <br />replied to questions from Council and Mr. Schricker concerning her taxicab <br />experience, area of present operations, the number and condition of <br />vehicles operated, maintenance arrangements, hours of service, financial <br />condition, expectations with regard to success of the business, and her <br />selection of the City for expansion of her Menlo Park company. <br />Oliver Nordb 81 Fair Oaks Lane, Atherton, owner and operator of Yellow <br />Cab Company in Redwood City, stated he was granted his certificate in July <br />1958 at the time he purchased the company and believed he had an exclusive <br />right to do business in the City. He stated that the company is for sale <br />and he expects to be retained on a fee basis as consultant, but that he <br />has no offer pending. Mr. Nordby described his operation, equipment and <br />service and replied to questions from Council and Mr. Schricker regarding <br />details of his operation. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Mosher to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:25 p.m. <br />Mr. Schricker commented concerning legal requirements with regard to <br />appropriate findings and recent court decisions relating to antitrust <br />matters affecting granting of permits. <br />Discussion continued and Ms. Bonham replied to questions from Council and <br />Mr. Schricker regarding details of her operation. <br />M /S: Biagi /Mosher to establish a committee to review the revised version <br />of the taxicab ordinance which is scheduled to be presented to Council <br />soon, with the committee to consist of representatives of the City <br />Council, the Manager's office and the senior citizen committee and that <br />action on the subject application be postponed at this time. <br />Reg.Mtg. <br />8/22/83 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 207 <br />
