Item No. 7 (continued) <br />Vice Mayor Britschgi who requested the subject item be placed on the <br />September 12, 1983 Agenda said that he did so in the interest of obtaining <br />citizen comment with regard to the sale and use of fireworks in the City. <br />Carmen Harbert, 3815 Vineyard, Juventas Soccer Club, stated it is diffi- <br />cult to obtain sponsors for teams and the sale of fireworks is the easiest <br />way to earn the funds needed by the teams. Mrs. Harbert suggested it is <br />safer to have adults sell the fireworks in a booth rather than to have the <br />young team members sell candy bars or use other means of obtaining funds. <br />She urged that the sale of fireworks not be banned. <br />David Harbert, 3815 Vineyard, reported that players pay $55.00 to play in <br />the Juventas Soccer League when they are able to do so, but that many <br />players cannot afford the small fee to cover necessary costs, and funds <br />must be raised elsewhere. Mr. Harbert suggested that the social good <br />derived from the soccer teams far outweighs the damage caused by the <br />careless few. He urged that no ban be placed against the sale of fire- <br />works. In response to questions, Mr. Harbert said he would be reluctant <br />to pay a fee of about $100 to the City to cover costs of inspection, etc. <br />of the sales booths, but would do so, if required. <br />Leonard Tornell, 1176 Westwood, 32 -year resident of the City, appealed to <br />the Council to ban the sale and use of all fireworks. Mr. Tornell sug- <br />gested that many homeowner groups strongly oppose the sale and use of <br />fireworks but are not sufficiently well- organized to make appeals to <br />Council as the representatives of the fireworks manufacturer and service <br />clubs can do. Mr. Tornell reported his experience and lack of success in <br />visiting sales booths this year to determine whether or not all the pro- <br />ceeds were to be used by nonprofit organizations and the names of those <br />organizations. Mr. Tornell urged that the Police and Fire Departments be <br />given the assistance they need to enforce a ban on use of all fireworks. <br />Rudy Rohr, American Legion, 579 King Street, said that the use of fire- <br />works on the 4th of July is part of our heritage and that safe and sane <br />fireworks should be permitted in the City. He urged strict enforcement <br />against the illegal varieties. <br />Len Froomin, Chairman of the Advisory Council of Demolay in Redwood City, <br />1327 Halibut Street, Foster City, suggested that the operation of the <br />booth and the sale of fireworks provided opportunity for Demolay members <br />to learn responsibility and patriotism as well as earning funds for their <br />endeavors. <br />Bruce Albin, 569 Compass, observed that San Carlos and Belmont have out- <br />lawed fireworks, but their service clubs operate booths in Redwood City to <br />sell them and residents of those cities make use of them in Redwood <br />Shores. Mr. Albin said that representatives of the healing arts and <br />persons concerned with animal welfare all oppose use of fireworks.
